PLATEAU STATE GOV. LALONG CLEARS SALARIES AND The Federal Government of Nigeria still owes workers N290bn promotion arrears

- The Federal Government of Nigeria still owes workers N290bn promotion arrears
- Twelve states are yet to pay the salaries of workers, despite having collected bailout funds
- Kogi state has the highest debts, with 14 months unpaid salaries
Emerging reports from an ongoing investigation suggest that 12 states are still owing their workers a backlog of salaries and allowances, despite double bailout funds from the Federal Government.
NAIJ.com gathered that Kogi state is still owing as salaries up to about 15 months.
This revelation came as Organised Labour accused the Federal Government of owing civil servants a whopping N290 billion promotion arrears, lamenting that all efforts at making the government pay had not yielded any positive result.
Giving an overview of the salary situations across the states, Secretary-General of Association of Senior Civil Servants of Nigeria, ASCSN, Bashir Alade Lawal, told Vanguard that some states were still defaulting in payment, in spite of the huge bailout received from the Federal Government.
Below is an analysis of the debts owed by the different state.
1. Osun state (12 months)

Bashir Alade Lawal said: “Osun State is owing one year, Ekiti is owing six months, Oyo is owing six months, Ondo is owing seven months; Beyelsa is owing seven months; Abia, two months; Benue four months; Kogi 15 months; Nasarawa three months.
2. Ogun state (6months)
"Ogun can claim it is not owing but it is not paying deductions from workers’ salaries in some cases, six, seven, eight months.

hey are only paying net, not gross. So, if you have paid net and you have not paid all deductions, you have not paid full salaries."
3. Kwara state (11 months)
In Kwara State, Vanguard gathered that the government has not paid staff in the parastatals in the state up to March, 2017 and that the last time workers were paid was February 2017.
It was also learned that the local government workers are worse off as they are being owed as many as 11 months, with the exemption of Barutin Local Government which had paid up to date because of its low personnel staff and the remote location.

Reacting to the development, Senior Special Assistant to Governor Abdulfatah Ahmed of kwara State on Media and Communications, Dr Muideen Akorede, told newsmen that the state government had paid workers in state parastatals, their salaries He said: “We are up to date, so we are not owing any of our staff.
If anyone has not been paid, such staff will be paid before the close of this week. Though I don’t have all the details, you may please contact Commissioner for Finance, Demola Banu, for more information.”
However, investigations reveal that staff of state-owned Kwara TV; Herald Newspapers, Radio Kwara, were paid their March salaries last week.
4. Ondo state (7months)
In Ondo State, the state government was owing six month salaries- August to December 2016 and January 2017, though the new governor, Rotimi Akeredolu paid salaries of August, 2016 as well as February and March 2017.
In is reaction, Chief Press Secretary to the governor , Segun Ajiboye, said the immediate past government owed workers six months ( August 2016 to January 2017) salaries but noted that the present administration under Rotimi Akeredolu, had paid February and March 2017 to workers on assumption of office.

He added that during the Easter period, Governor Akeredolu also paid the arrears of August 2016 to workers to celebrate the festivity.
5. Oyo state
In Oyo State, investigations reveal that none of the workers, both at the core civil service and local government, had been paid their salaries up to March 2017, while some of the workers are yet to be paid since December, last year.

6. Kogi state (14 months)
In Kogi state, workers have not been paid for many months, as the staff screening embarked upon by the state government since March, last year, has continued to hinder many of the workers from receiving their salaries.

It was learned that aside from those who were on the cleared list from the screening report released in December 2016, and had received their salary up till February, over 40 per cent of both local government and state workers have not received their salaries since September, last year.
Reacting, yesterday, the Chief Press Secretary to the Kogi State Governor, Petra Anyegbule said the state government does not owe workers except those whose genuine status as state workers are still in doubt and under verification as workers by the screening appeal committee.
She said when their status is verified, all genuine workers will be paid, urging them to exercise patience till when the screening appeal committee will have concluded their assignment. She said the civil service reform embarked on by the governor must be total, adding that 96 per cent of those who had been cleared have received their salaries to date.
7. Imo state (2 months, as well as several months of unpaid allowances)
Imo state workers have for long, been receiving varying percentages of emoluments, against the approved wages.

Civil servants contacted, confirmed that salaries for the month of March and April 2017, were outstanding.
They also affirmed that government only paid 80 per cent of legitimate salary to the senior staff and 100 per cent to the junior ranks.
8. Benue state (4 months )
Benue state government blamed its inability to regularly pay the wages of workers in the state on the sharp drop in the allocation from the Federation Account.
Speaking to newsmen in a telephone interview in Makurdi, the Chief Press Secretary, CPS, to the Governor, Mr Terver Akaase, said despite the decline from the Federation Allocation, the Samuel Ortom-led administration had been able to reduce the backlog from about six months which the government inherited from the last administration to three months.

Akaase said: “The fact of the matter is that before the advent of the present administration, Benue was getting an average of N6 billion monthly from the Federation Allocation.
“Unfortunately, since the coming to power of the present administration, the government has been receiving an average of N2 billion monthly while our monthly wage bill is over N4.1 billion.
“What it meant is that what we receive monthly cannot in any way match our monthly wage bill, let alone having anything to embark on developmental projects, so we are left with the option of alternating salary payments by using two or three allocations to offset a month’s salary.
“The situation today is that we are owing three months unpaid salaries and we are hoping that the Paris Club debt refund will help us clear at least two months of the backlog and from there, we will be making progress.”
9. Bayelsa (7 months)

Meanwhile, ASCSN has said the Federal Government was owing civil servants N290 billion promotion arrears, lamenting all efforts to make government pay have not yielded any positive result.
According to ASCSN’s scribe, the federal government is busy bailing out states and local governments without its own workers.
He said: “You promote somebody from grade level 9 to 10, from 10 to 12, 12 to 13 and in some cases, from 13, to 14 and he or she is still earning the salary of level 9. All these arrears of promotions have accumulated to almost N290 billion.
"We have engaged this government from day one and up till now, it has not paid. This is very callous and wicked.
The sad thing about it is that some are entitled to N50,000, N500,000 and things like that, depending on the grade level.
Some have retired now.
“We are not even asking the government to pay everything at once.
You can say, alright, let us start paying N70 billion and before you know what is happening, you have cleared this bill.
It is like the government is not interested until you take to the streets. When you go to the streets that is when you now see the highest office in the land calling the Finance Minister to pay.
‘’You know you are owing and you are bailing out others, bailing out the state and local governments, you are not bailing out yourself.
“We have made noise, but government is not listening.
So, we are preparing and very shortly, we will do something to at least, compel the government to look at our side.
This indebtedness to workers at the federal level dates back to 2007 and we are talking about 2017.
‘’That is over 10 years. It is a precarious situation, but we are hopeful that some of the actions we intend to take will compel government to address the issue.”
Efforts to reach the Ministry of Finance for comments, last night, proved abortive as no one was ready to speak for the ministry.
As at today, Anambra is not owing, likewise Borno, Delta, Edo, Ebonyi, Cross River, Rivers, Gombe, Jigawa, Kaduna, Kano, Katsina, Kebbi, Lagos, Niger, Plateau, Taraba, Zamfara and Sokoto states.
Bailout has been given about three times and the last one with clear directive from the Federal Government for the states to focus on salaries and pensions, but according to Vanguard, some governors are delaying the process of disbursement.
In an earlier report by NAIJ.com, Governor Ifeanyi Okowa of Delta state has warned the federal government against dictating how states should spend their own share of the Paris-London Club loan refund.
According to the governor, a member of the Peoples Democratic Party (PDP), the federal government’s position on how states should spend their share of the fund remains unconstitutional.
There have been controversies surrounding how governors have spent shares accruing to their states. Some are even alleged to have misappropriated parts of the funds which the federal government asked them to spend on payment of salaries and pensions for the already suffering workers.

Kasper Schmeichel, the Leicester City goalkeeper has revealed that the helicopter crash that killed the club’s revered Thai owner Vichai Srivaddhanaprabha will haunt him forever after he witnessed the tragedy.
According to the Agence France Presse, AFP, the 32-year-old Danish international — speaking after Leicester had beaten Cardiff on Saturday in their first match since the crash, which also killed four others — waved the helicopter off following the 1-1 draw with West Ham on October 27.
Moments later it came down, with Schmeichel reported to have been stopped by police as he ran towards the burning wreckage.
“I was on the pitch and I waved him off,” said Schmeichel, before he flew with teammates and coaching staff to Bangkok to attend Vichai’s funeral.
“I saw it all happen. It is something that will stay with me, unfortunately. It’s not a nice memory but I’ve had all the support that I need.
“The club has been great and everybody has received the support that they needed.”
Schmeichel joined Leicester in 2011, a year after Vichai bought the club, and was a pivotal figure in their fairytale Premier League title win in 2016.
He admitted to shaking as he warmed up in Cardiff before the game on Saturday.
The goalkeeper, who had the Thai national flag on his gloves, then joined his teammates and backroom staff around the centre circle to pay tribute to Vichai and the other victims.
“It was tough,” said Schmeichel, who had grief counselling during the week. “But we wanted to do it for the chairman and his family.
“Wes (Morgan the captain) said a bit, I said a bit. People had a lot to say because he meant so much to so many people. Everyone wanted to chip in.
“He brought everybody here and none of this — the memories, this family he’s built, the culture he’s instilled — would be here without him.”
Schmeichel, who faces another emotion-packed game this Saturday when Leicester play their first home match since the tragedy against Burnley, said Vichai transcended the traditional image of a Premier League club owner.
“When he took over this club it was in a pretty precarious situation, and to build what he has is quite amazing,” he said.
“It’s one thing building a team and a club that can perform on the pitch but we’re more proud of the family that he’s created and the feeling he’s instilled in everybody being welcome.
“It doesn’t matter who you are or what kind of position you have at the club. Whether it be player, staff, stadium staff, security — whatever it may be — everyone is equal and part of the family.”

Police Arraign Senator Adeleke, Four Others For Exam Malpractice
The Peoples Democratic Party’s (PDP) governorship candidate for the Osun Election, Ademola Adeleke, has been arraigned at the Federal High Court in Abuja.
Mr Adeleke was arraigned by the police on a four-count charge of alleged examination malpractice alongside four others.
He and the other four pleaded not guilty to the charges.
The defendants are the principal of Ojo-Aro community grammar school Osun state, Aregbesola Muftau; the registrar of the school, Gbadamosi Ojo, a teacher in the school, Dare Olutope, and the senator’s cousin, Sikiru Adeleke.
The prosecution accused three of the defendants of fraudulently registering Senator Adeleke and his cousin, as students of Ojo-aro community grammar school, in Osun State, for the National Examination Council’s June/July 2017 Senior School Certificate Examination in February 2017.
Three of the defendants, including Senator Adeleke, were thereafter granted bail, having filed their separate bail applications ahead of today’s arraignment.
The court ordered him to deposit his international passport with the registrar.

BREAKING: Army recovers remains of Gen. Alkali in abandoned well
The remains of the former Head of Administration, Army Headquarters, Major General Idris Alkali (Rtd) has been recovered from an abandoned well in a village known as Guchwet in Shen district of Jos south local government area in Plateau State.
The water from the well was drain on Wednesday morning and the remains of the retired senior military officer was pulled out and covered in a green and white body bag when Daily Trust visited the scene.
The Garrison Commander 3 Armoured Division, Maxwell Kobe Cantonment, Rukuba near Jos, Brigadier General Umar Mohammed who is also in charge of the search and rescue operation for the missing General said the location for the abandoned well was provided by one of the eight suspects on the Police wanted list who submitted himself for interrogation.
Brigadier General Mohammed said six of the wanted suspects are presently in police custody and urged others to avail themselves to the police as the army was on their trail.
He said the operation was conducted by the Nigerian Army in collaboration with the Nigerian Police and the Fire service.
General Alkali was declared missing on September 3 while traveling from Abuja to his farm in Bauchi via Jos.
His phone was said to have been tracked around Du district in Jos South and his vehicle with registration number Kwara MUN 670 AA was recovered from an old mining pond in Dura-Du on September 29.
Last Friday the Army said it uncovered a shallow grave in which Alkali’s remains was buried and later exhumed and moved to a secret location.
The retired general was given a military parade by Brigadier generals who carried the his remains into a waiting ambulance.

The President of Catholic Bishops of Nigeria and the Archbishop of Jos, Archbishop Ignatius Kaigama, has questioned the phrase “unknown gunmen”, always used to describe the killers of innocent Nigerians whom are being murdered in cold blood by suspected Fulani herdsmen. Kaigama stated this recently, during an interview with our correspondent in Jos the Plateau State capital, a forum where he beard his mind on issues affecting the country, especially the wanton killings going on unchecked by the federal government led security agencies. He said, “the most painful and disturbing about the sad and unfortunate situation the country has found itself regarding the circle of killings which has continued unabated is that the killers are referred to as unknown gunmen: when will the unknown gunmen be unknown. “This is a very sad nomenclature, why should gunmen be unknown for years?, they kill innocent people and destroy there means of livelihood and yet they are unknown: we have security agents mandated to ensure the safety of all citizen and within all military and paramilitary agencies we have intelligent units and yet these killers remain unknown: I can only describe this as being pervasive and it demonstrates the absence of political will to identify who these unknown gunmen are: we should stop pretending and stop being hypocritical, common sense tells us that these people are known but I think what is lacking is the political will and the sense of character to call a spade a spade”, he said. BREAKING: Governor Lalong’s Press Director, Emmanuel Nanle dies in India
Emmanuel Samuel Nanle, Director of Press and Public Affairs to Governor Simon Lalong of Plateau State is dead.
Nanle reportedly died in the early hours of Wednesday in an Indian Hospital after battling colon cancer and enlargement of the large intestines.
Punch quoted one of his relatives as saying, “Actually, he has been having health challenges since last year and we heard that it is colon cancer. But he told me he had a growth in the large intestine. A surgery was carried out here in Jos mid last year. But it couldn’t heal; they had to fly him to India in January this year.
“And then, he went, spent about a month there, came back and he has been on medication since. You observed that throughout this year, he hasn’t been doing anything serious. He never travelled with the governor on most official trips.”
The Senior Special Assistant to Governor Simon Lalong (Media and Publicity), Mark Longyen, confirmed the death but didn’t give details.
He said, “Yes, it is true; DOPPA-Director of Press and Public Affairs (Dr. Emmanuel Samuel Nanle) is dead. He was flown abroad, specifically India, last week. Two weeks ago, the sickness degenerated.
“The sickness wasn’t too clear. The official information is that he died in an Indian Hospital this morning. He’s from Pankshin. The thing got worse last week and was flown out.”
“WE’RE COMING AFTER BILLIONAIRE TAX DEFAULTERS” - FIRS
The Executive Chairman, Federal Inland Revenue Service (FIRS), Tunde fowler, has vowed that FIRS would soon come after billionaires who are tax defaulters. Fowler spoke yesterday, September 6, 2018, at a stakeholders’ meeting at Lagos on ‘Tax administration and National Revenue’. He also disclosed that the Service would commence audit of taxpayers across the country in efforts at boosting revenue for the nation.
He also said that the FIRS generated a total of N3.5tn from taxes between January and August this year, more than N1tn higher than the revenue for the same period of 2017.

ON THIS DAY IN 2001, JOS, THE CAPITAL CITY OF PLATEAU STATE IN NORTH-CENTRAL NIGERIA BECAME THE SCENE OF MASS KILLING AND PROPERTY AND INFRASTRUCTURAL DAMAGE WORTH OVER 5 BILLION NAIRA.
On this day in 2001, Jos, the capital City of Plateau State in Nortn-Central Nigeria, became the scene of mass killing and destruction for the first time in recent history.
Over 2000 people were reportedly killed and tens of thousands displaced in less than one week.
The violence came to an end following massive military intervention on September 13, 2001.
Violence suddenly erupted between Christians and Muslims in the Congo-Russia area of Jos-North local government area following a political disagreement.
Diverse communities had coexisted peacefully for over a hundred years and the City had prided itself on avoiding the inter-communal violence that had plagued neighboring states.
For over three months after the crisis, the inhabitants of Jos were still counting their dead and assessing the massive damage done to their homes and properties.
The violence in Jos coincided with the September 11 attacks on New York City and Washington in the United States.
International coverage of the situation in Jos was inevitably overshadowed by these events.
What little coverage there was prior to September 11 had tended to portray the violence in Jos as a religious conflict, with Christians and Muslims attacking each other because of their faith.
In reality, the conflict was more political and economic than religious.
Opinions about who was primarily to blame for the outbreak of violence varied and were sometimes highly polarized.
However, all those interviewed by Human Rights Watch agreed on one conclusion: that the violence could have been foreseen but that government authorities failed to take action to prevent it.
The Plateau State government adopted a passive attitude and appeared not to take seriously the numerous, explicit threats issued by both "indigenous" and "non-indigenous" groups in Jos in the weeks leading up to the crisis.
All those interviewed also deplored the lack of police presence and intervention during the crisis and the failure of the police to ensure protection and security for the population.
Eventually-but only after many lives had been lost-it was the military, not the police, who intervened to restore law and order.
Two commissions of inquiry were appointed by the federal government and the Plateau state government to investigate the cause of the crisis and both commissions began their investigations in November 2001.
To this day no serious attention has been given to the outcome of the reports.

Eventually-but only after many lives had been lost-it was the military, not the police, who intervened to restore law and order.
Two commissions of inquiry were appointed by the federal government and the Plateau state government to investigate the cause of the crisis and both commissions began their investigations in November 2001.
To this day no serious attention has been given to the outcome of the reports.

GOV LALONG PAYS MEDICAL BILLS OF VICTIMS, CALLS FOR VIGILANCE
Plateau state Governor Simon Lalong on Tuesday called on citizens of the state to be vigilant and courageous as some enemies of the state are out to instill fear in them.
Lalong made the call shortly after visiting victims of Sunday night attack, currently receiving treatment at at the Plateau Specialist Hospital and the Jos University Teaching Hospital Jos.
Lalong who was represented by his Deputy Professor Sonni Tyoden sympathized with the victims who are being treated for gunshot wounds.
I condole with the people of Plateau State over the heinous attack on Doi community of Jos South Local Government Area of Plateau State, which occurred , 2nd September, 2018
This government condemns this attack in it’s entirety and has instructed the security agencies to fish out the perpetrators, as they ensure the safety and security of the immediate environment and the entire state.

Traditional Ruler Urges Plateau Governorship Aspirants To ‘Talk With Each Other’
Chief Martin Shaldals III, the Long Goemai and paramount ruler of Shendam in Plateau, has advised his subjects eyeing the governorship seat to “talk with each other” toward harmonising their aspirations.
“Talk with one another as brothers; let the interests of the people be the overriding consideration. Goemai people are civilised and must not allow politics to breed acrimony among them,” Shaldas 11 said on Friday in Shendam.
The monarch spoke when Hon. Johnbull Shekarau, one of the governorship aspirants, came to seek his blessings for the coveted seat.
He cautioned aspirants against allowing their interest to tear the ethnic group apart, and emphasised the need for them to be civil, peaceful and tolerant while pursuing their political aspirations.
Noting that seven indigenes of Goemai Kingdom were in the race for the position, he said that they should try to harmonise their aspirations and respect the interest of the majority.
Earlier, Shekarau had told the monarch that he was at the palace to seek royal blessings, saying that he had consulted widely and was convinced that Plateau needed his service.
The former Deputy Speaker of the Plateau House of Assembly, who is seeking the ticket of the PDP to unseat the incumbent, Simon Lalong, equally from the Goemai nation, expressed confidence that the PDP would win elections at all levels in 2019.
